This screen is used to select the month for which you wish to analyse Frequent Absences in your service.


The three columns, Rule 1, Rule 2 and Rule 3 will contain the number of consecutive months that the children have broken each of the rules.  


For further information please refer to the Funding Handbook or contact the Ministry of Education.


The Frequent Absence report is colour coded to assist your understanding of the information provided.


Yellow - indicates that the Three Week Rule has been invoked

Pink - indicates that the child has "Special Needs" exemption

Orange - indicates that the rule has been broken in a previous month. 

Red - indicates that the rule has been broken in the fourth month. 

Green - indicates that the rule has been broken in the fourth month and funding is not being claimed for non-attendance.


The 3 Frequent Absence rules are not applied to children who have Special Needs selected on their timetables.

You are also able to apply the Frequent Absence rules for the selected month to children who have broken the rules by clicking on the "Apply Rules" button.


It is also possible to completely automate the application of the Frequent Absence rules by clicking on the "Automate" button and entering the date on which you want Infocare to apply Frequent Absence rules each month. Please be aware that if you want to submit your RS7 on the 1st of the month, and if you have selected your automation date as the 7th of the month, the rules would not have been automatically applied, so you would need to click the "Apply Rules" button before submitting your RS7.   


Frequent Absence Rule clarification

For more information on the Frequent Absence Rule, please refer to Chapter 6-7 of the ECE Funding Handbook:

The Frequent Absence rules are:

    Rule-1 - The child is absent on the same enrolled day or days of the week for more than half of these days in a calendar month

    Rule-2 - The child attends for fewer days per week than they are enrolled to attend, in more than half of the weeks in a calendar month

    Rule-3 - The child attends fewer hours than they are enrolled to attend, on more than half of their enrolled days in a calendar month

Date

Please select the Month and Year for which you wish to run this report.


Previous month

Use this button to navigate to previous months.


Next month

Use this button to navigate to future months.


Select Centre

If you are part of a Group, Area, Region or Subgroup and you have the correct access level, you can select the centre for which you wish to run this report.


Sort Order

Please select the order in which you wish this report to be printed.


Use MoE Best Practice

MoE suggest reviewing/applying the Frequent Absence rules for all children regardless of how long they attend even when it may not impact your funding. Please check this box if you want to run the Frequent Absence report for all children who have attended fewer hours than they are enrolled to attend.


If you would like to run the Frequent Absence report only for those children who have the potential to lose funding, leave this box unchecked.


Print

To print this report, click the "Print" button. If you wish to print a copy of the current timetable for any of the children listed in the report, click on the child's name and a copy of the timetable will be displayed on screen to then be sent to your printer.


Create File Tonight

If you are part of a group, and you have the correct access level, you can run this report for the entire group as a batch process. The job will be run over night and a .csv file will be created which you can access the following day. To access this file, log into the centre that you clicked the "Create File Tonight" button in and the go to "Utilities" and "File Download".


Apply Rules

You are able to apply the Frequent Absence rules for the selected month to children who have broken the rules by clicking on the "Apply Rules" button. This button is not available if you have "Use MoE Best Practice" ticked.


Automate

It is also possible to completely automate the application of the Frequent Absence rules by clicking on the "Automate" button and entering the date on which you want Infocare to apply Frequent Absence rules each month. Please be aware that if you want to submit your RS7 on the 1st of the month, and if you have selected your automation date as the 7th of the month, the rules would not have been automatically applied, so you would need to click the "Apply Rules" button before submitting your RS7.


Automation Date

Please enter the date you would like to begin automation of the Frequent Absence rules. Whichever day you select, the rules will be applied on that same day of the month for each month in the future. i.e. if you select 5 April 2021, and then click continue; the rules will be applied on the 5th of each month thereafter.


If you would like to stop the automation of the Frequent Absence rules, please remove the "Automation Date" fields by selecting the blank space at the top of the list and click "Continue".


Continue

Once you have entered the automation date you require to begin automation, or once you have cleared the automation date to suspend automation, click the "Continue" button.
