Using the Staff/Child ratio view screen, you can view staff/child ratios for every 15 minutes of the day. The screen also shows relevant funding hours for the day selected and for the funding period to date.

For the "50% Regulation" requirement, Infocare will indicate as follows:

You have 14 ECE qualified teachers employed at your service and you require 2 to meet the 50% regulation. There will be a green indicator to the left of this display. Hover your cursor over the text to display the names of the teachers.

You have 2 ECE qualified teachers employed at your service and you require 3 to meet the 50% regulation. There will be a red indicator to the left of this display. Hover the cursor over the text to display the names of the teachers.

The funding handbook says:

Teacher-led centre-based and Hospital-based services:

At least 50% of required staff must have a recognised ECE teaching qualification.

Teachers need not be employed full-time to count towards the 50% requirement. A part-time teacher with a recognised ECE teaching qualification can be counted at a maximum of two different licensed services.

This is because the requirement for 50% qualified ECE staff does not have to be maintained at all times throughout the day.

A service can count one person who is in their final year of study towards the 50% requirement, provided they are enrolled in an approved programme that will result in a recognised ECE teaching qualification.

Where 50% does not equate to a whole number, services must round up.

Required staff is calculated depending on a service’s licence class (i.e., probationary or full/provisional). For services on a probationary licence, the 50% is calculated and maintained based on the number of children enrolled. For services on a full or provisional licence, the 50% is calculated on the number of teachers required to meet ratios based on the maximum number of children specified on the licence (licence maximum).

A message will be displayed. Teachers counted are those with an ECE qualification (whether registered or not), and 1 teacher in their final year of an ECE degree.

Any blocks that are coloured green indicate that your staff/child ratio is above MoE requirement for that period.

Any blocks that are coloured red indicate that your staff/child ratio is below MoE requirement for that period.

Any blocks that are coloured yellow indicate that your licensed number of Under 2 children has been exceeded.

Any blocks that are coloured pink indicate that your total licensed number children has been exceeded.

Any blocks that are coloured blue indicate that your staff/child ratio is as per MoE requirement for that period.

Any blocks that are coloured orange indicate that you have no registered staff on duty for that period. This also indicates that there are no staff on duty who can be considered as Person Responsible.

Any blocks that are coloured purple indicate that your registered teacher ratio has dropped below 80% for that period.

Any blocks that are coloured thistle indicate where your certified/registered teachers exceed 100%.

To calculate teacher ratios. Infocare divides each day into 15-minute segments.  For each segment the number of Under 2 children is counted, and the required staff is calculated from the table shown at the bottom of this document. This process is repeated for the Over 2 children and these two figures are combined.

For example:

20 Under 2’s = 4 teachers + 6 Over 2’s =1 teacher = 5 teachers required.

If you have only 1 to 3 children of mixed ages, the MoE requires you to have one teacher on duty. This will assist at the beginning and at the end of each day when the children arrive or are being collected.
