Video Tutorial - Pay Parity

The Pay Parity tool can be used in conjunction with the ECE funding handbook to determine an employees' step on the salary scale and maintain a continuous record of an employees hours of work.  


Initially, the fields in the Pay parity tab will be blank, once data is entered in the fields the calculator will indicate the employees step on the salary scale. Once an "effective date'" is set for calculating recorded worked hours at the Service, the calculator will populate the hours worked and determine the employees step on the salary scale.
When the hours of work an employee has completed is nearing the next step on the salary scale a reminder notification will appear on the noticeboard.


Effective Date
The Effective Date is the date the Service elect to begin recording employees hours of work in Infocare. This is set up under Centre > Centre Options.


Pay Parity Tab


Qualification Group

This defines the initial pay step for the employee.

Options:

  • No Qualifications
  • P1, P2, & P3
  • P3+
  • P4
  • P5

To work out the employees qualification group refer to MOEs help documentation.


Management Position

The selection that is made from this drop down box defines the Management Position of the employee. If the management position field is populated, it will override the Qualification group selected for pay step calculations. 

The Management Position drop down selection is only available when a Service attests to paying employees Full or Extended Parity, this is set under Centre Options > Pay Parity.


Calculated credited worked hours prior to Effective date:

If the 'Effective date for staff hour record keeping' has been defined under Centre Options > Pay Parity, this field will be available to enter data, If no date has been defined in Centre Options, this field will be greyed-out.
Populate this field with the total Calculated Credited Worked Hours the employee has completed as of this date. This figure will be obtained from the employees record of service and/or the hours of work the employee has completed within the service prior to the effective date that has been populated in Centre Options.


Prior recognised service (working as a teacher in NZ)

Populate the total recognised hours of service the employee has obtained prior to their employment at your service. This is the total certified worked hours for the employee. Refer to the 'Recognised Service' section in the funding handbook.

If hours have been populated within the field titled 'Calculated credited worked hours prior to (Effective date)' then the prior recognised service field should initially be left blank. It is expected that your external calculations have accounted for these hours and they would be included in the Calculated credited work hours field. 


Prior relevant work experience

Populate the total relevant work experience hours the employee has obtained prior to their employment at your service. Refer to the 'Previous Relevant Work Experience' section of the funding handbook.

If hours have been populated within the field titled 'Calculated credited worked hours prior to (Effective date)"  the prior relevant work experience field should initially be left blank. It is expected that your external calculations have accounted for these hours and they would be included in the Calculated credited worked hours field. 


Recorded worked hours as a certificated teacher at this service

The system will count the employees certificated worked hours from the "effective date" up to the current date. These hours are calculated based on the date populated within Centre Options and the hours that have been recorded for the employee (Worked Hours) on the Staff Timesheets. Note: Only hours within an employees active Practicing Certificate Start and End Date will be counted.


Recorded worked hours as an uncertificated teacher at this service

The system will count the employees uncertificated worked hours from the "effective date" up to the current date. These hours are calculated based on the date populated within Centre Options and the hours that have been recorded for the employee (Worked Hours) on the Staff Timesheets. Note: Only hours that are not included within the employees Practicing Certificate Start and End Date will be counted.


Calculation

Once the above details have been populated click Update.The calculation section will populate the employees proposed Pay Step based on the information entered into the fields.


Notes

The notes field can be used to add notes relevant to the employees pay step and/or pay step progression, for example it may be determined that the date for moving to the next step on the salary scale is different from the date calculated by the pay parity calculator. (In accordance with the MoE pay parity provisions, in some circumstances pay progression may be deferred)
